Joel Coulter

Joel Coulter is a Serial Entrepreneur having launched training, drone, and cyber companies that leverage mobile, tactical, and cloud based situational awareness, group decision support, and logistics applications for Defense, Civilian and Commercial clients.  He consults with clients on their Counterterrorism, Humanitarian and Critical Infrastructure Security Stability, and Resilience requirements.  He has served on the Boards of AUVSI, CRDF Global, First Robotics, DoD’s Human Terrain Program, and When in Need Foundation.  He is an ongoing member STAR-TIDES, American Cyber League and American Industrial Compact Consortium.  Since 2012 he has been advancing America’s Drone Leadership advising up upgrades to the DoD’s Port-Riverine Maritime Domain Awareness, Open Standards FMV ISR Algorithms-Analytics and more recently our drone supply chain security and Joint Robotic Acquisition Command and Control (RAC2) programs.   As a member of XCORP’s American Cyber League he has introduced clients to the DoD Tradewinds JAIC, JADC2 and CDAO programs, following consulting with Sheila Thompson Founder Thompson and Gray on evolving the Army’s Global Finance and Logistics Enterprise (GFEBS) standards.  This opportunity emerged after the FARC Rebels attacked Eco-Petro’s Oil/Gas Pipeline.

More recently Joel launched the American Industrial Compact Consortium with Brian Long to address America’s Military-Critical Infrastructure supply chain crisis and vulnerabilities/   During this time he has been an Advisor to Robert Darling’s Turning Point Crisis Management USA’s unique Crisis Leadership Exercise and Training with mobile Flash EM App that compliments cyber range live to virtual training capabilities at Quantico Cyber Hub and Advisor for EMPs offering DoD Certified EMP solutions for hardening clients Military-Critical Infrastructure Facilities, Data Centers, Networks and vehicles against the affordable portable, mobile and tactical EMP-RF attacks.  

He currently speaks at various DoD, Unmanned Systems and Smart City events on emerging mobile-tactical and hybrid intranet edge cloud data pod-hub innovations and off grid prepositioned “Just in Time” strategies to strengthen critical infrastructure resilience and mission critical continuity of operations.
